A conventional telephone line has 50V DC between the two legs of the
line: ringing is an AC signal of about 75V at 25Hz. (it used to be 16
3/3Hz) The incoming line is only a two-wire connction, the othe two
wires being used for internal connections, such as connecting all the
bells in series. Hence the high ring voltage.

Modern telephones still maintain backwards compatibility with the old
Strowger central battery system, devised before 1909! So do modern
exchanges. While electronics has replaced electromagnetics in their
operation, they will still receive and send the same signals.
