In factories, this kind of thing is usually done with an injection 
molding machine, which is probably way out of your budget.  I'd just 
make up the cables with a jig and cable lacing, then wrap the 
transitions with cloth friction tape for the strength, and some of that 
self fusing rubber tape for the outside finish.   Regular heat shrink 
tubing for the straightaways.
