I use Bromine in onstage ponds to kill bacteria. No smell and no complaints
about bleaching costumes so far. It's more expensive than chlorine, but a
small pond rarely needs more than a few tablespoons of bromine powder to
reach the recommended level according to the test kit, the small jar of
Bromine is not a budget buster.

You could change the water every night and if you use warm water that can
eliminate the problem of the water being cold for the actor. Your local
water supply may have chlorine or chloramine in it. Chlorine dissipates
usually within 24 hours, Chloramine remains in the water a bit longer. But
the concentration of either in drinking water will not be enough to kill any
bacterial film that forms on/in the pond itself. If the show runs for more
than a couple nights, treat the water
