It's not as bad as it used to be.  The gun laws got overhauled last year 
and they reconciled all the parts that contradicted each other.   It's 
still somewhat the whim of your local chief of police, but if they turn 
you down, the chief is required to give a written reason for denial, and 
sets up an appeal process.

   And finally, unlicensed possession of a pepper spray is no longer an 
instant felony.  Anyone of legal age can buy one in the state and carry 
it for self defense, just like the other 49 states have done for years.

Unfortunately, they did not quash the fiat pseudo-laws that the state 
attorney general imposed on firearms, invented out of his imagination 
and the general consumer protection laws that the AG enforces.  Invented 
by an elected AG who believed that guns were the root of all evil, and 
the couple of his successors who were also true believers of the 
anti-gun gospel of Sarah Brady.
