I am also not understanding what the issue is with dimming an incandescent
load whether or not it is AC.  Any simple resistance dimmer in series with
the load will dim it.  And any smart dimmer should be able to set a curve
that maxes out at 24V.  Can the OP more thoroughly describe the application?
