I suspect before filters were added to cigarettes, they did tend to burn away, so throwing them to the ground was not as much an issue.  And even if they were extinguished, they would still go away faster than modern cigs.  But, when filters were added, the cig throwers created trash that would linger for a long time.  Nowadays, I suspect smokers are also more aware that they have an image problem, and creating a bunch of litter would not help the cause, and perhaps that has curtailed the practice of throwing them.
