And while there may be some rubbers that are tough enough for a seat top, remember that people will be constantly "swiveling" on the seat top even if the seat is not a swivel seat.  Pants seats are not smooth affairs, and that will cause most rubbers to easily tear.  So, before gluing it down, I suggest covering the cushion with a tough fabric, perhaps making use of the same glue used to glue the cushion to the stool.
