I have had good luck with dry graphite on the shutters.  Which is 
conveniently sold in sticks at your local building store as carpenters 
pencils. I scribble it on the shutters on the side away from the lamp 
and on the supporting rings that the shutters slide between.
Not too heavily though, as you can put enough on that the shutters will 
not hold their position over longer periods of time.
