T'were I, I would think about turning them out of styrofoam or blue foam, then coating with epoxy. I suppose it would depend on the finish and look the designer is after. I would be hard pressed to get a smooth surface on papier-mâché.

Building a low tech low speed lathe and turning stacked rings of styro seems like an interesting project.
