They could take the Trailways bus from Kingston to Port Authority, then cab
or bus to LGA.

I have taken the bus from Kingston many times; I live in Saugerties.  It's
pretty comfortable, rarely full (except rush hours), free wifi. It is
scheduled to take 2:10 fom Kingston to Port Authority, but usually it's
closer to 2:20.

Another option, for about twice the price, is to take Amtrak from
Rhinecliff (across the Hudson from Kingston) to Grand Central.

However, if you're actually trying to get someone to Fredonia from
Kingston, have them take the Amtrak from Rhinecliff to Buffalo.  It takes
about 6.5 hours and is very cost effective.  I took this train and had
someone pick me up at the station last year when I took down an
installation at the RAC gallery.
