I have this fantasy that each theatre ( prison etc) will have its own multi-provider base station with a loop aerial around the auditorium. Each phone in the building will automatically  log on to that one, being the strongest signal. At the start of the performance the system will send a signal that switches all  the phones to silent and the vibrations and the keyboard clicks to off ( this is feasible according to a cursory quick and dirty look at the specs). This will not stop texters or photographers, but will be at least legal.  Important people like doctors on call can have their phones excluded from having the vibrator switched off at the box office.  At the end and in the interval the phones switch back to normal.

Cant see the FCC etc playing ball though..
