So... if this were installed at gas stations, would it prevent credit card skimmers from functioning?

That is a feature available with enterprise WiFi systems, IIRC the original intent was to effectively disable "rogue" access points, whether they be malfunctioning or placed by a malicious party.
However, using it to force your guests into paying for their overpriced service is seriously uncool.
