Yes.  Using an "analog telephone adapter" combined with Asterisk or
FreePBX, which can run on quite a variety of hardwares, you can create your
own mini phone system even with just a couple of handsets.

Example ATAs include the Grandstream GT502 (~$36) or the Cisco SPA122
(~$57).  One can download a CD image that will install the software on any
old computer from www.freepbx.org (note, this is a full OS install, doesn't
sit on top of your current OS, so use a clean hard drive for this).  Simply
connect the computer onto the same network as the ATA with either a little
router or static IPs, and configure your ATA phones as phone extensions.
Then, they can call each other, ring phones, do whatever..
