[SML] Cleaning up drawings

I have a hard copy of a ground plan that I would like to modify and use as
a "venue" layer in Drafty. Drafty will only import .PDFs. When I scan my
hard copy, I can save it as a .PDF, but I cannot then make changes
(cropping, removing unwanted dimensions, etc.) If I save it as a .jpg
instead I can bring it into MSPaint or something, but the quality is very
poor. I tried saving it as a bitmap and then "tracing bitmap" in
Vectorworks, but that did not really work. I tried placing it as a layer
in Vectorworks and then manually re-drawing on top in a different layer,
but it was A) awkward and B) every time I would adjust the view (zooming
in, for example) one layer would zoom and the other would not.
Anyway, does anyone have a good way to get a clean, editable drawing from a
scan of a hard-copy drawing?
