Depending on how fancy you want to get:

GIMP2 (free) will import and allow you to edit PDF files then export 
them as pretty much whatever you want.

Master PDF Editor (free) will import and edit PDF files, but the graphic 
part of the editing is limited.

TurboCAD has a trace function where you can trace over the graphic image 
and wind up with a vector cad file.

RasterVect will read a raster file and make a vector file out of it.  We 
use this for importing logos into our PCB cad software.
