[SML] Paypal international

I was just trying to pay for some merchandise and am getting the dreaded
PayPal message "We can’t send your payment right now. If you keep
running into this issue, please contact PayPal."

This payment is to Russia and is under $50 and being sent from our
business account which has well more than enough cash to cover it.  I've
used PayPal for payments to Russia before on more than one occasion
without a problem, any idea what may be the problem?

I'm going to attempt to get an answer out of PayPal but that's never
fast and always painful.
