I actually got an answer out of PayPal on the same day!  Almost in
English even!

They thought my IP address is in Canada.  Err, no, I'm a few blocks from
Netflix.  He checked the phone number I was calling from, our business
land line in California.  After a raft of questions to verify that I'm
me, he was convinced I wasn't in Canada.

In theory, he has put the correction into the system and in theory I
should be able to complete the payment in half an hour.  In theory.
