I’m a digest reader, so, sorry if you’ve already gotten an answer!

Yes, In the OSH regs for permanent ladders:

CFR1910.27(e)(1):
The preferred pitch is from 75º to 90º.

So at most, this is about 3.5” of run for a standard ladder’s 12” rise, using properly designed ladder rungs.
Past 90°, however slight, is not allowed at all, and triggers my fear of falling just by thinking of it.  Lower than 75° is okay, and falls (haha) into the world of ships ladders, where you have stair-like treads with something like 12” rises, but runs longer than 3.5”.
