So... where does one go if they'd like to get an antique wheelchair's
crumbling rubber replaced?

My rubber/plastics supplier (General Rubber) carried solid rubber rod of similar diameter. For a seamless joint I cut a scarf and attached with a rubber cement or epoxy.
