Several years ago I did an "immersive art" project that included 100 cell
phones. The phones did not have SIM cards or internet access. They still
managed to receive AMBER alerts.

Buried far in the settings is an option to turn off AMBER alerts, and
several other alerts. Presidential alerts, if I recall correctly, was
grayed out (meaning you could not disable receipt of them).
