If the lines are high enough above the ground,and spaced far enough from
other conductors, transmission lines are generally not electrically
insulated. How many feet depends on voltages and the risk tolerance of
the transmission line company.
The regular distribution feeders running down the poles on your
street are usually insulated, but decades of being out in the weather,
with sharp clawed squirrels and birds running around on them, tree
branches rubbing against them, the insulation is not quite so effective
as it was when brand new. Or left in tatters. That's why one of the
first things that linemen will do when working in the vicinity of
energized lines is to put on those bright yellow temporary insulator
things.
