Regardless of if I make the flame retardant myself, or purchase commercial, I am the one doing the application. So, either way, I am on the hook. And of course, the proof is in the testing.
Yes, I am now currently planning to do a wood profile cutout. Though, I would like to add a bit of depth. I am not sure how I am going to do that. But either way, the results will be painted, before I add some vegetation (I don't know if hay or straw is the right term). It may end up being wheat, to get the old-fashioned look to it. I just didn't want the modern, cut short, and scrunched up, kind of hay. There will also be some hay scattered on the floor. For the 3rd day, I would have the most amount of hay, which I imagine would be no more than 20 lbs worth, on 3 mounds and scattered about on the floor.

I assume you will build a "mound" of wood and metal and fabric perhaps and just cover surface with straw? And it's straw, not hay, correct?

And, of course, you can always buy them pre made and flame retardant…..but not cheap. unless you are paying your labor at a reasonable rate, then, not so pricey to buy.

I was going to write the same thing as Kristi below. It would probably be better that you not DIY this for reasons of liability.Use a third party product, and then flame test once dry.You don’t need someone suing you later if your mixture doesn’t work on part of the hay.
