Many institutions adopt OSHA guidelines as policy.  Graduate students 
are considered employees and developing and implementing two separate 
safety protocols can be confusing.

I would also be curious to know, from our legal friends, if the "OSHA 
doesn't apply to students" would hold up in court.  It seems to me the 
government has established basic safety rules and that if your defense 
in a liability suit is "oh, they weren't employees" you might find 
yourself on the wrong end of a large $$.
