[SML] rope lock safety lock out tag

I don't believe any if those fit a standard manual counterweight rope lock.
Its quite long through the lock. And just a padlock doesn't make it easy
to indicate a hazardous condition or out of service versus just don't move
it.
Thanks for the leads to l.o.t.o. devices for many other condition's.
