There's a lot of different regulations that potentially cover this. The
short answer is yes you are responsible for mitigating the risk of a fall.
How you mitigate the risk could vary but you'll want to try to eliminate
the risk, add barriers or as a last resort use PPE.

Werner Ladders has trainers throughout the country and they offer free fall
protection training. Much of their training is also posted online, free of
charge, here: https://www.wernerco.com/us/support/training
