[SML] Question about codes

For a project that was going to use movers, I had a combination of moveable
rails - unistrut at every vertical - and removable deck panels with a rail
under catwalk - allowing full 360 rotation.

For a HS that has trouble affording a 60 conventionals, I don't see them
putting 10 movers on the catwalk. If you only had 4 or so, would you want
them foh or on stage for the effect? Plus its not that hard to cut the
lower rail.
