I’ll second this. One place I worked had 4 different “upgrades” to a 60 year old system and some of the original components were still in the air.

This is 100% remove all and install new.  I've seen these conditions so often.  I finally decided - long ago - I'm not doing anyone any good by trying to help them "fix" what's there.  Better to be on record as saying it crap and shoud be completely replaced.
