[SML] Supreme court case that might affect all of us.

The Supreme Court in the Jarkesy v. SEC case found that Americans have a 
7th Amendment right to a jury trial when being fined by the government. 
Soooo...  that also means when OSHA fines someone for workplace safety 
violations, they can't just issue the fine, the gotta sue to collect it. 
Same for the IRS.  I'm not sure if it applies to state government agency 
fines, but it might.
