  Those cheap cheesy freezeable gel packs, and the small styro containers that medicine and meat products are shipped to consumers in, are constantly available for free on Craigslist and similar sources. If you could work out a way to use them, you could have an endless source for next to nothing, and folks would thank you for recycling something that they can barely give away.

A solid block of ice is not going to be as useful to chill fog.  You need something with a lot of surface area. But, perhaps a large collection of the reusable ice cubes would do the trick. Perhaps mount on some extra brackes, so you aren't just staking them on top of each other. Alternatively, I've seen small gel packs in boxes used for shipping temperature sensitive medicines.  A quick search turned up many of these kinds of things for fairly low cost.
