I just got clued in from another source (wow, the SML didn't have the
answer first!).  The magic word is WATERSTOP

These guys even have an associated company that sells the admixture to
make concrete watertight.  Might have one-stop shopping with them.  I
hope their minimum order isn't a truck load.
