Add more weight in the chain pocket, and then dampen it lightly with a Hudson sprayer?  (please yell at me if this is a REALLY BAD IDEA             )

Clamp the bottom between 2 1x3 and pull down really hard, and screw it to the deck?  Bounce quarters off it?

pipe. Well over the last 7 years it has shrunk about 8" vertically.
