A company I used to work for was like that, they had a caged off area in
the basement full of stuff that couldn't be sold and couldn't be used by
another department because it was still on the capital equipment
depreciation schedule.

My father said his company was similar and when something was scrapped,
they poured scrap fluids like paint/acid/whatever was handy over it to
make sure it was really scrap.  His department would have late night
raids on some of it to recover parts for other machines.
