Dear Gina,
You can get a similar 'flashback' effect by using a monochromatic light
source, such as you would see in a parking lot at night, lit only by Sodium
lights. You would not necessarily get Sepia-tones. The key is not having
any color in the clothing that reflects in the nano-meter bandwidth that
the light source projects. Special makeup may be required. Set pieces
should be handled similarly. YMMV.
