[SML] swimming pool onstage

I faked a hot tub on a touring stage where there was a noticeable "splash" when Beatrice (Much Ado) fell in and came out drenched in water.  There was never more than an inch of water in the tub. The audience couldn't see the over the lip of the hot tub. A crash pad, pond liner, mister system to drench and create 'steam', small on-demand water heater, and a hose from a gardening nozzle backstage for the splash effect, plus the costume designer's costume clung to her as if she was drenched all added up to an effective effect.  Heater and warm towels backstage.  No chlorine!!! The costume designer will have every right to hurt you if you bleach stain the costumes. 
Brainstorm with your designer and director before saying "no". Costs and reality of logistics can do that for you.
