[SML] Genie lift safety

Thanks Stephen Rees for this timely reminder.  Although I have probably
moved slower that I should have,  I made the following incremental changes
to the use our Genie after I got here 4 years ago.
1st change: Require outriggers to be used. (lift had been hot-wired to
allow use without outriggers)
2nd change:  Repair wiring that allowed use without outriggers.
3rd change (currently implementing): Dismissing from a work call anyone
who participates in moving a Genie with an extended mast.
