In 701 there is some wording about density (21 oz/sq yd? ) and what kind of test is used on the material . Maybe he is saying this will be applied to a wall and must meet this test because the foam is not dense.
In any case, the usual theatre foam coats from Rosco, Sculpt-or-coat or Jax San should do the trick. Personally I've used Jax San for more than thirty years in many different states and jurisdictions and haven't had any fire code complaints.
