[SML] flame testing

I sent a long post yesterday on the flame retardancy thread but looks
like now anything over a certain size has to be reviewed by a
moderator.

At the end of the day, there are no longer approved field tests for
flame retardancy.

As far as the platform construction, the model building codes which a
lot of jurisdictions adopt requires scenery comply with the building
code, an probably what was suggested is or is very close to the most
expedient solution, but there are others.  That has always been the
case but the two pit filler failures last year, the Indiana State Fair
collapse, and other incidents have simply raised awareness.  Expect
more, not less.
