Well, as a data point, temporary hearing loss starts at 84 dBa, and permanent hearing loss starts at 104 dBa.  These assume 8 hour exposure per day, five days per week.   Immediate permanent hearing damage starts somewhere around 110 dBa, I forget exactly.  
Also what kind of noise ordinances exist in your city or town?  How far away are the nearest residences or any other noise sensitive things like recording studios or research labs?  
Generally I have seen limits of 90s inside and mid 70s outside the building or at the property line.  Often these limits drop later at night, around 10pm.  
Also recall that OSHA noise exposure limits only apply to employees and employee-like persons.  I.e. volunteer ushers, subcontractors,  and so on.  They do not apply to the paying customers.  Your laws may vary.  Don't forget enforcement provisions.  These can be as mild as not allowing that exhibitor back again.   They assume all liability for fines and lawsuits from noise.  You can add your own fines in the rental contract.  You can insert a recording dB meter inside the venue to put a limiter on your main amps or to cut sound power if it goes far enough over the limit.

I know that there has been a discussion of dB limits for rentals, but I can’t find it in my archive.  What do people generally put in as limits?

Also our university is currently discussing a contract for the state Parks and Planning to bring in and run all non-academic events with revenue split.  Has anyone had their school do something like this?  Any advice?  Will it be as much of a cluster-jam as I expect it to be?
