[SML] Outside entities managing campus building and dB limits

Our county sheriff defaults to 90 dBA for outdoor audio in areas not
covered by specific zoning limits. They see to enforce this for all
sounds, even emanating from a building through walls. For actual worker
and audience exposure limits, (indoors or otherwise,), we always defer
to OSHA exposure limits.
Where this falls short in the nuisance category is very low frequency
audio. The dBA weighting is weighted based on sensitivity to human
ears, and does not measure a flat response. you can have sound in the
125 dBC range down below 80 Hz that is massively loud, and heard for a
long distance, but technically, it may barely register on a dBA weighted
monitor. We have found that events with loud low frequency program ,
such as EDM music shows, are technically not in violation of OSHA
exposure limits, but they still create such a nuisance as to alert and
involve law enforcement. This concern has also spilled into other
program types, like showing movies in a large auditorium , that have
very impressive LFE. presentation spaces with LFE/subwwofers below
grade/ground level and surrounded by concrete seem to attract less
attention.
