[SML] USB oddity

I had one of the "connected" LEDs on an old USB 2.0 hub start flashing
slowly.  I unplugged the device that was in that port and tried a
different port.  Slow flashing on the new port.

I plugged the device into a brand new USB 3.0 powered hub (different
brand).  Slow flash.

I have never, ever see this before and my Google-Fu isn't turning up
anything.  Anyone have any ideas?
