I bet a cell phone case would look just as good as an actual phone and be more rugged than an actual cell phone.  My cover has a plastic screen protector glued to the cover itself, though that is not a typical phone cover.  

The illumination film you are talking about is more formally called Electroluminescent Sheets or Panels.  When I looked at the wire version of the stuff, I was disappointed by its brightness. But, I have never seen the sheet form in person.

One more idea, I see a bin with cell phones at my local office supply store for recycling.  I bet many of them will function.  So, even if they only survive one throw, you might be able to just use that as an endless resource.
