The FD cares about the occupants more than the stuff. An extinguisher can clear a path to a door and can go with the user. The hose is attached to the building, and you stay with it. Those hoses are undersized for fighting a growing fire, underbuilt compared to normal fire hose (single jacket), there's no nozzle control and the fuel loads in modern buildings are higher than in the past due to the materials in use. The potential lack of maintenance and almost certain lack of training were already discussed.
The real concern is that, by the time someone using one of these hoses realized all of this, it would be too late to get out.
The AEDs on the wall aren't comparable; they're designed to be used by anyone, include easily checked self-diagnostics, don't put the user at risk and aren't going to injure the patient more.
