Thanks for all the replies.  In our situation, the window will be viewed from outside the store. However, it would get broken from both inside and outside. The fixing of the window would be one of the ongoing actions, that may be repeated a few times as well.  Followed, of course, by the clean up of the broken pieces on the floor... which involves the broom, and the cycle repeats.

I was leaning towards the idea of pre-cut pieces, because I was sort of liking the idea of having most of the pieces coming down immediately. Then, one final piece lingering for a few moments, before it drops, and another piece staying in the frame.  It seemed those details added a bit more drama to the moment.

However, I like this idea of not breaking the pane at all.  It is certainly appropriate for the window to have  multiple panes.  And if the glass falls in, there isn't really a need for it to break.  Falling outward might be handled so that it falls into a flower bed, or anything to hide the fact that it is not sitting on the floor unbroken.

The idea may also still permit including a few pieces staying in the frame.  The pieces may be much thinner plastic, and even whetted to help hide them against the thicker one that falls out.  The curtain idea is another great idea that would help hide them.  I might also spring-hinge a piece or two so that they flip down at automatically when the full pane is pushed out. This set-up would only really work if the glass is pushed towards the outside of the store.  Of course, all this is subject to playing with it to see how it looks.  But, even if the smaller pieces are not used, I think it would be acceptable, and have no real work to re-set and  replace the plastic.
 
I will report back if the idea flies, and we end up doing it.
