[SML] Wrong time to plan

I expect there was a plan already in place, but there are an infinite number of variations of how things can fail, as well as the environment around the object.  Eg, a previously established plan may not have allowed for the theoretical possibility that it started to rain in cold weather, that hypothermia is a concern. Or how about some passengers that are starting to panic, and try to climb out themselves.  

So, the responders must evaluate any existing plan and fine tune it, or even come up with totally new plans if necessary.
