[SML] Sensor Dimmer Problem

I have a single dimmer in a Sensor rack not working.  I've switched dimmer
trays with a known good pair without success.  All the wiring I can
check--the ceiling box and the floor box that share the dimmer have no
loose wires, and the wire in the rack that connects to the tray is good as
well.  Channel attribute and profile are factory.  What am I missing?
