[SML] ETC Safety cable loop

I have only had one light fall in my presence, when the cast iron C 
clamp cracked and fell apart when it was being tightened.  The safety 
cable had already been attached, and caught the light, but the chunk of 
C-clamp fell down and damaged a (fortunately) empty seat.

I started attaching the safety cables to the cast in loop, and got 
immediate push back from many others on the various calls I was on who 
said not nice words about the blankety blank who was doing the safety 
cables wrong.   So I stopped.
