I have a hunch that it's because IPV6 is enabled and "localhost" translates
to ::1, while the sentinel driver is specifically listening on 127.0.0.1.

I usually use the first "Fixit" link in this URL to fix problems that arise
from this:
https://support.microsoft.com/en-us/kb/929852

Unchecking the box for IPV6 in the network settings is not enough, because
localhost is technically a different adapter.
