I would think that you want a camera to be permanently mounted and powered.   So, no batteries.  You also probably want the image available to the user, without having to go to the balcony. So, it either needs to be hard-wired via. Ethernet or USB. Or possibly use Wifi - which some cameras can do.  You could use a USB Web Cam, if the quality would be sufficient.  You would probably need a USB extender cable to go the distance. They are only around $16 for a 32ft version. Cat 5 based adapters are around $29, and can go to 200 ft.
