I don't know if this has been suggested but when I had to duplicate flashbulbs, I usually took apart a still camera strobe and put the flash tube in the reflector, hiding the guts inside the camera body. Simple and effective. I still see used strobes at resale shops for cheap, but not as often as I used to.
