The issue with velcro is that it would be difficult to slightly adjust the aim of the fixture. You would have to un-stick and then re-stick it to change it. There would be no nudging it a slight amount.

The vertical adjustment has not been mentioned yet.  For a 1":12" scale light, I imagine a small thumb screw would be viable.  And if you really want 1/2" scale, just change your plans and make your model theater 1" scale.  There problem solved!
